Joe Beaulieu/Georgia Tech Procurement Assistance Center
Joe Beaulieu has been a government contracting counselor for the past 19 years with the Georgia and Minnesota PTAC’s. During his time onboard, both centers were recipients of the APTAC Center of Year awards. Originally from Saint Cloud, Minnesota, he has over thirty nine years of management and consulting experience with the federal government in contracting as an Aeronautical Engineer, Program Manager, Business Consultant, Contracting Officer’s Technical Representative, and Quality Assurance Manager. He has been formally schooled in Total Quality Management (TQM), statistical process control, and aviation safety. Additionally, he has twenty years experience as a pilot in the United States Navy. He holds the highest certification from APTAC and is a past member of the National Contract Management Association (NCMA). Beaulieu has a Masters Degree in Systems Management from the University of Southern California, and a Bachelor of Science degree from the United States Naval Academy at Annapolis, Maryland. He is married to the former Cindy Talbert of Columbia, Missouri, and together they have nine children, four grandchildren, and together they are active foster parents and over the years have fostered more than 30 children.
