The Arizona Department of Education — the state agency tasked with overseeing Arizona’s K-12 public education system. The department, led by a publicly elected Superintendent of Public Instruction, comprises more than 600 staff across four state offices working to serve Arizona’s students, families, educators, and school communities.

Career and Technical Education is a division of Arizona Department of Education. CTE’s Vision is to Develop Arizona’s competitive workforce through the power of Career and Technical Education.

Cindy-Gutierrez-MAC-and-BleuCindy Gutierrez serves as Director of CTE Program Services in the Career and Technical Education (CTE) unit of the Arizona Department of Education, a position she has held for the last six years and has been with the department for over eight years. Cindy serves under the leadership of the Deputy Associate Superintendent and state CTE Director, Cathie Raymond and Superintendent of Public Instruction, The Honorable, Kathy Hoffman.

In this position, Cindy leads a team of eight program specialists who oversee the high school CTE programs across the state, which include Construction Science Technologies, Engineering, Manufacturing and Information Technologies, Agriculture and Welding, Transportation Technologies, Public Service Careers, Health Science Technologies, Family and Consumer Sciences, Education Professions, and Business, Marketing and Communication Technologies programs. Prior to becoming a director, Cindy served as the CTE Construction Science and Transportation Technologies Program Specialist for the Arizona Department of Education.

Cindy began her career in education in the Peoria Unified School District as a high school Industrial Technology Instructor teaching Drafting, Cabinetmaking, and her passion, Construction Technologies. Cindy also organized and taught CTE Internship courses related to each CTE program on the campus, connecting seniors in high school to Business and Industry partners to gain real world experience before graduation. Cindy holds a Bachelor of Science in Agricultural Education from the University of Arizona and a Master of Education in Career and Technical Education from Northern Arizona University.

A native of the West valley – Peoria, Cindy has seen the overwhelming growth of the valley and can credit her own father for many of the homes built since the early 1970’s.
In November 2021, Cindy was honored to receive the Visionary Leadership Award in recognition of her support and partnership with the Arizona Construction Career Days.

Keys Community Inc. was founded in 2013 with a goal to open doors for opportunity to their community. Just seven years later Keys Community opened their first behavioral health clinic in Phoenix, Arizona. Keys-Community-logo

While mentoring they’re teaching how to model healthy coping skills, they’re providing substance recovery support and how to maintain positive relationship/interaction. Matt-Roberts-Tycoons-of-Small-BizMatthew Roberts is born and raised in Central New York. Matt graduated from Oneida High School and went on the earn multiple degrees in Electrical Engineering from Clarkson University and Syracuse University. After a number of years working for General Electric, Matt was hired by Oneida Limited in the engineering department, working his way up the ladder until he was named VP of Manufacturing and Engineering, running all of Oneida’s manufacturing facilities in the US and Mexico.

After China joined the WTO, domestic manufacturing eroded quickly and Oneida closed all of their factories. Matt was charged with closing the US factory and moving the production to China. He, working with Greg Owens, who ran the Mexican facility, purchased the factory in 2005.

Matt still lives in Oneida, about a mile from where he was raised. Matt and his wife of 35 years, Alice, have three grown children, Andrew, Eric and Mallory. They are also lucky enough to have two grandchildren from Andrew and Kayla, Cooper and Charleigh. Last, but not least, is Duke the dog who loves to spend time at the factory.

Alberto earned a bachelor’s degree from Arizona State University and obtained his master’s degree from Northern Arizona University. His efforts teaching young people the importance of education is on-going as has and will continue to develop the next generation of community leaders and engineers.

Alberto has served on several volunteer boards and commissions, including the Phoenix Human Relations Commission (HRC) and as co-founder of the City of Phoenix national award-winning cultural diversity program, “We’re all on the Same Team.” While serving on the HRC, he served as ambassador for cultural diversity by promoting opportunities for positive exchange among diverse groups through community outreach, education and cultural diversity awareness.

Over the last thirty-four years, Alberto has been a bridge builder and leader in providing community programs that improve the quality of life and strengthen communities, families and youth in the Phoenix East Valley. Alberto is highly visible in low-income communities within the East Valley, listening to the needs of the residents and providing programs that empower children and families to enrich their lives by participating in programs such as STEM/Robotics and other educational programs offered by the I Rise Foundation.

Under Alberto’s 34-year leadership, approximately 30,000 youth and community residents have left with a life-changing experience. Alberto takes pride in serving underserved populations and looks forward to expanding the STEM/Robotics and Scholars Programs to other communities in Arizona. Today, Matt is Head of Operational Excellence at TrackVia where he teaches individuals how to become citizen developers and organizations how to scale that capability in a safe and effective way.

Michael McCullough is a Citizen Development Implementation Strategist who over the past 8 years has supported large project management offices by developing tools and processes which enable projects to be run more efficiently. His passion for innovation and problem solving has led him to embrace and become a global thought leader for Citizen Development. Seeing the unlimited potential in Citizen Development he has worked with Business Leaders, Project Managers, and other Citizen Developers to develop and implement CitDev best practices.
