Paula Register has over 30 years of executive leadership experience in the health care and public education industry. Paula has extensive experience in mergers and acquisitions as well as Physician Group operations and leadership development work having worked as a CEO/Senior Vice President of both Hospital owned Management Services Organizations and Large Physician Enterprises with Catholic Health Initiatives and Ascension Health. In addition, she participated nationally in leadership groups which shaped the Physician Enterprise structure for both CHI and Ascension. She was listed in Becker’s 2011 List of Most Influential Women to Know in Healthcare. Paula graduated from Western Carolina University with a Bachelor of Science degree in Business Administration and a major in Accounting. She has held numerous leadership roles throughout her career in her church and in various community organizations including the American Heart Association, United Way and Junior Achievement. Most recently she served as the Community Chair for the Arthritis Foundation Jingle Bell Run in December 2017.

Michal Goforth has 40 years of health care experience in public, private and non-profit sectors. She is currently serving as a Senior Human Resources Consultant at El Rio Health. She served as the Pima Community Access (PCAP) Executive Director from 2004- 2018. Prior to joining PCAP, she served at the Arizona Medicaid Program Arizona Health Care Cost Containment System (AHCCCS) as the Executive Director of Healthcare Group of Arizona offering health care coverage to small businesses and as the Quality Initiative Director. Her private sector experience was as Director of provider relations and development for Southern Arizona for BlueCross BlueShield of Arizona and Samaritan Health Plan which later became United Healthcare. Prior to her work in the private healthcare sector, she served as the Tribal Health Director for the Pascua Yaqui Tribe of Arizona and Fort Mojave Indian Tribe.

James V. Stover is the Medicaid President for Arizona Complete Health, which is the combination of Health Net Access and Cenpatico Integrated Care.
He has over nearly 20 years of Medicaid managed care experience having served as CEO of the University of Arizona Health Plan (UAHP) prior to joining Centene. As CEO of UAHP, he was responsible for the health care of 240,000 Medicaid and Medicare Dual Eligible members. James has expertise in the full range of managed care, including Network Management, Contracting, Operations, and Member Services.
James holds a Bachelor of Science in Business Management from the University of Arizona and a Master of Arts in Organizational Management from the University of Phoenix.
James is a native Arizonan from Ajo, moving to Tucson pre-high school. He serves as on the Board of Directors for the Special Olympics of Arizona and Sun Corridor, a Tucson economic development organization.

Government relations professional by trade, Amber skillfully navigates challenging policy matters while finding common ground. Collaborative by nature, she continues to build relationships between the public and private sector to achieve mutually beneficial goals.

A native Tucsonan, Michael Guymon’s twenty-two-year professional career has primarily centered on political strategy, business development and advocacy, and organizational management. As Vice President for the Tucson Metro Chamber, Michael is responsible for developing and implementing the Chamber’s local public policy and workforce development/attraction programs and initiatives.
Michael’s previous positions include Vice President of Regional Partnerships for Sun Corridor Inc.; Executive Director of Metropolitan Pima Alliance; Chief-of-Staff to Tucson City Council Member Fred Ronstadt; Asst. Vice President for Governmental Affairs for the Tucson Metropolitan Chamber of Commerce; and political consultant to The Bridges, a 360-acre mixed-use, infill development that will include Tech Parks Arizona, GEICO’s regional headquarters, housing, and a 111-acre commercial development. Michael holds a bachelor’s degree in Political Science from the University of Arizona.
On a personal note, Michael’s passion is baseball and he was named the Official Scorer for the Tucson Padres AAA Baseball Club from 2011 – 2013. The team moved to El Paso in 2014.
