T-SPLOST (Transportation Special Purpose Local Option Sales Tax) is a specialized sales tax dedicated to funding transportation projects. The tax can be imposed for up to five years and is capped at a 1% rate.

Barrow County voters decide in November of 2023 if the TSPLOST referendum will pass or wait for another time. The vote will determine the next steps toward Barrow County’s transportation infrastructure. As with any rapidly growing county; transportation may be Barrow’s biggest growing pain.

The big question: how does the vote’s outcome affect local and regional business?

The Barrow County Economic Development Authority is responsible for the recruitment of new industries and existing industry expansions; manages the local development authorities and the incentive process; responds to state and site selector requests for information (RFI); promotes the county’s 270 acre industrial park, known as Park 53, as well as many other industrial sites within the county.

The department also promotes the county to investors, developers, brokers and construction firms; works closely with the Barrow Chamber of Commerce, the Metro Atlanta Chamber of Commerce, the Georgia Economic Developers Association, the Southern Association of Economic Development, the International Economic Development Council, the Georgia Innovation Crescent Regional Board, the Innovation Corridor Joint Development Authority, and the Northeast Georgia Joint Development Authority.

The department also promotes the County through newsletters and various social media platforms to economic development stakeholders; and serves on the Chamber Workforce Development Committee, Adult Literacy Barrow and the Employ Barrow Coalition.

Tommy Jennings has been President and CEO of the Barrow County Chamber of Commerce since 2006. His term of service has seen the Barrow Chamber through the Great Recession and through COVID-19 with increased membership, participation, and revenues.

Prior to his service with the Barrow Chamber, he worked for 35 years in a family-owned manufacturing company with 600 employees in 4 plants in Northeast Georgia. The company, Barrow Manufacturing Company, was started in 1931 by his grandfather, W. H. Jennings, Sr., and was succeeded by W. H. Jennings, Jr. Jennings succeeded his father in 1986, and ran the operations, along with his brother, until it was acquired in 2005.

Jennings assumed the role of interim President in November 2006, and was named permanent President and CEO in January of 2007. He has completed the Georgia Tech Economic Development Course, completed his 4-year course with the U.S. Chamber’s Institute of Organization Management where he was president of his Institute class, and is a Certified Georgia Chamber of Commerce Executive.
