Julie Rehder is the Marketing & Community Relations Administrator and Angie Barr is the Health Care Center Administrator.

About the Davis Community:

The Health Care Center at The Davis Community welcomed its first residents in 1966 and has continued to grow in size and scope largely due to the seamless passing of the vision to the board of directors and Davis employees. In 2000, Champions Assisted Living was completed, adding another level of support services and paving the way to a more homelike environment and culture.

In 2010, the Rehabilitation and Wellness Pavilion was added to provide seniors with a state-of-the-art fitness center, outpatient therapies and short-term inpatient care. Today 50 private guest rooms are reserved for persons needing short-term rehabilitation for such conditions as knee and hip replacements or other health needs following a hospital stay.

Following a year-long strategic planning session involving the Board of Directors, residents, family members, staff, visitors, neighbors, vendors, and friends a plan was developed to change The Health Care Center from a medical model of care to a household model of care. The vision is based on the belief that seniors in long-term care deserve privacy and choice in their lives rather than living in a hospital-like environment. The decision was made to completely renovate the existing Health Care Center into ten households where residents and staff operate as a family unit. The $26 million construction project began in 2012 and two freestanding houses opened in July of 2013. The first two households in the renovated section of The Health Care Center open in April 2014 with newly renovated homes approximately every ten months until completion in 2016.

William Mason

After graduation from The University of North Carolina at Chapel Hill and Wake Forest University Law School, William Norton (Bill) Mason began his career in law in 1977 as an Assistant District Attorney in New Hanover and Pender Counties.

During the next four years, he prosecuted many types of cases in the State District and Superior Courts, including Driving While Impaired, Drug Offenses, Property Crimes, Embezzlement, Assaults, Rape and Murder. In 1981, he left the District Attorney’s Office and entered the private practice of law. While in private practice, he represented individuals charged with criminal offenses as well as individuals who were involved in civil litigation.

The criminal defendants he represented were charged with offenses ranging from Driving Offenses, Drug Offenses, Property Crimes, Embezzlement, Assaults, Rape and Murder. Civil cases he handled included divorces cases, contract disputes, property disputes and personal injury and wrongful death cases. In addition, Mr. Mason has prepared Wills and Trusts and assisted individuals with the administration of decedents’ estates.

In 1990, while still in private practice, he was appointed part-time United States Magistrate Judge. In that position, he presided over misdemeanor criminal cases in federal court and detention hearings in federal felony cases. He also issued warrants and search warrants. In 1995, Mr. Mason was appointed full-time United States Magistrate and served in that position until 2003.

In 2003, he was certified as a Superior Court mediator by the North Carolina Dispute Resolution Center and later certified as a mediator in federal court for the Eastern District of North Carolina. Since 2003, he has continued in the practice of law and serving as a mediator in state and federal court cases.

Affordable Healthcare Act

Since March 2010 when the enrollment period opened up, much has been written, commented on and deciphered about the Affordable Healthcare Act. Still the confusion continues. The new law mandates that every individual have health insurance, but what about the cost? Is it free? Can I keep my existing doctor? What happens if I do not choose to have health insurance? Some of the changes include new rules in the insurance market to increase participation in health plans by expanding eligibility, offering protection against loss of eligibility, improving the quality of services and expanding choices for insurance coverage.

Prior to the new law going into effect, there were approximately 50MM uninsured Americans. The new law is expected to decrease that number by over 30MM people. The sources of coverage will also change due to the implementation of the Affordable Care Act. Previously, the major source of healthcare coverage in the United States came from employers. That will remain the same under the new law only at a lower overall percentage. The newly created insurance exchanges will handle 14% of healthcare coverage, gaining clients from the previously uninsured ranks. While some may choose to continue to proceed without health insurance there will be a penalty in the form of an additional tax starting at $95 per individual or 1% of their taxable income in year one. That penalty will increase in 2015 to $325 per person or 2% of taxable income and will increase once again in 2016.

To help translate and answer questions how ACA will affect individuals, employers, and insurance companies, Dr. Karen Minyard from the Georgia Health Policy Center joins us in the studio to share her in-depth knowledge of the new law. A nurse and hospital administrator for over 13 years, Dr. Minyard is the Director of the GHPC at Georgia State University and the Andrew Young School of Policy Studies. Listeners may find more information about the GHPC at www.gsu.edu/ghpc.
