Nathan Miller is a graduate of the University of Arizona and serves as Arizona Operations Manager for Matrix New World Engineering. He is also a hydrologist with recognized expertise in numerical groundwater flow modeling who leads Matrix’s modeling team.
Mr. Miller combines his technical proficiency with an understanding of the State’s key regulatory policies affecting the use of groundwater to serve municipalities, water utilities, developers, and regulatory agencies.
Mr. Miller serves as technical lead and primary interface for several high-profile groundwater resources investigations throughout Arizona. This includes but is not limited to:
- construction of a basin-wide model for the Harquahala Basin to quantify the recoverable volume of groundwater, an important alternative water supply in the State;
- development of a proposed new baseline model simulation for the Pinal Active Management Area (AMA) resolving key deficiencies for meeting the requirements of the Assured Water Supply (AWS) program; and,
- adaptation of models to evaluate the impacts of potential future increases of groundwater pumping to help rural communities identify effective groundwater management solutions.

Elizabeth Mora is a Senior Project Hydrogeologist and Modeler with 21 years of professional experience.
Throughout her career, Ms. Mora has developed expertise in groundwater flow modeling for water resources projects including managed aquifer recharge and Assured Water Supply projects.
Ms. Mora works closely with Mr. Miller in the use of numerical groundwater flow models to evaluate pumping and recharge impacts for clients throughout Arizona.
As a fourth generation native to the Phoenix area, Ms. Mora has a genuine interest in the future of Arizona’s water supply and is committed to safeguarding its long-term viability.
At Matrix, Ms. Mora assists with management of the Matrix Modeling Team. She has conducted dozens of water supply and managed aquifer recharge projects across Arizona.

Steve Zylstra serves as president and CEO of the Arizona Technology Council, a role he assumed in 2007. He is responsible for strategy, operations, finance and policy development. Zylstra is a vocal spokesman for the value technology can provide in raising social and economic standards in Arizona.

Eric Miller is a co-owner of Tempe based PADT, which provides tools and services to companies who design and manufacture physical products. He holds a B.S. in Mechanical Engineering from UC Berkeley.

After graduating from Bolivar-Richburg High School in rural western New York and joining the United States Army, Kelly Greene learned quickly to adapt to her surroundings to be successful. She attended Wittenberg University in Springfield, Ohio and played shortstop on the Tiger softball team while earning her Bachelor’s Degree in Elementary Education.

Steven G. Zylstra, age 65, serves as president and CEO of the Arizona Technology Council, a role he assumed in December of 2007. He is responsible for strategy, development, and accomplishment of policy development business goals and objectives and all financial matters related to the Council.
Bob Witwer retired in 2017 after 40 years with Honeywell. He was the Vice President of Advanced Technology for Honeywell Aerospace for the last 8 years of his career, responsible for defining and implementing the technology strategy for Honeywell Aerospace’s entire product portfolio.

As an industry veteran of 33 years, Eric Miller has perfected a diverse set of skills that he implements as co-founder and principal of Tempe-based PADT. His role encompasses oversight of simulation and product development consulting, IT, marketing, operations, human resources and administration.





Paul Quinn started his career as a CNC Machinist, returned to post education to earn his degree in Engineering-CAD/CAM Technology. Paul has designed several bridges in the US and Taiwan. Paul moved into a role with an engineering outsourcing company which he and his colleagues built up from 1 Million in revenue to 25 million in revenue in a 5 year time frame. Paul’s expertise in engineering allow him to fully screen and interview applicants prior to the client meeting them. Over the past 2 decades Paul has become a professional in the areas of Engineering, IT, Finance and Sales-Marketing. In mid-2015 Paul placed his 10,000th professional.

Chris Curley, CEO of Triple Helix Investigations, began his professional career in law enforcement. Chris was first a member of the San Diego Police Department where he worked patrol. After a year and a half, Chris decided to move closer to family and joined the Phoenix Police Department. During his 22 years with the Phoenix Police Department, Chris worked patrol, school resource, property crimes and metal theft investigations.
